Pengambilan Sumpah/ Janji Sekda Mambraya

Acara Pelantikan dan pengambilan Sumpah Janji pimpinan tinggi pratama Sekretaris Daerah Kabupaten Mamberamo Raya beberapa waktu lalu tepatnya hari Selasa, 26 Februari 2019 dilaksanakan bertempat di aula Kantor Bupati di Burmeso. Bertindak sebagai pejabat pengambil sumpah janji Bupati Mamberamo Raya  Dorinus Dasinapa, A.Ks. S.Sos. Pelantikan berjalan lancar dalam suasana kesederhanaan dihadiri Perwira Penghubung, DPRD, POLRES Mamberamo Raya, Para pimpinan OPD, Tomas, Toga dan masyarakat.

Bupati Dasinapa dalam sambutannya mengatakan bahwa pelantikan hari ini merupakan komitmen pemerintah dalam mewujudkan pemerintahan yang baik guna mewujudkan Reformasi Birokrasi yang diawali dengan penataan organisasi kelembagaan pemerintah daerah, peningkatan kualitas aparatur pemerintah yang responsive, akuntabel, dan transparan sebagaimana diatur dalam undang-undang nonor 5 tahun 2014 tentang Aparatur Sipil Negara, PP nomor 18 tahun 2016 tentang Organisasi Perangkat Daerah, Peraturan Daerah nomor 3 tahu 2016 tentang Pembentukan dan susunan Perangkat Daerah.

Pelantikan pada hari ini memiliki arti penting dan strategis karena pejabat yang dilantik ini akan melaksanakan tugas untuk mempercepat terujudnya Visi dan Misi Bupati dan Wakil Bupati yang akan diterjemahkan dalam rencana Strategis Organisasi Perangkat Daerah yang dikerjakan setiap tahun melalui Rencana Kerja Tahunan. Disamping itu pelantikan pejabat hari ini dalam rangka pengembangan karier tetapi juga dalam rangka memberi semangat dan motivasi baru kepada Aparatur Sipil Negara yang masih mendapatkan kesempatan sebagai pemimpin untuk dapat memajukan pembangunan di daerah ini. Arti penting lainnya adalah meningkatkan kinerja pemerintah daerah kearah yang lebih baik terutama dalam rangka menjawab tuntutan dan harapan masyarakat Kabupaten Mamberamo Raya.

Menyikapi berbagai masukan tuntutan dan harapan masyarakat terkait dengan kinerja pemerintah yang terkesan lambat, tidak efektif dan lain sebagaimnya sehingga mengakibatkan pelayanan yang tidak maksimal, maka pada kesempata ini saya menyampaikan permohonan maaf yang sebesar-besarnya. Hal ini akan menjadi

perhatian saya bersama Wakil Bupati untuk sungguh-sungguh bekerja sama dengan para pejabat yang ada serta instansi pemerintah yang lain beserta komponen masyarakat lainnya agar tercipta kordinasi, komunikasi yang dinamis guna menunjang jalannya pemerintahan dan pelayanan masyarakat.

Dengan mengevaluasi kembali pelayanan pemerintahan beberapa waktu lalu maka pada kesempatan ini perlu saya memberikan catatan kepada saudara Sekretaris Daerah yang baru dilantik hari ini bahwa Kabupaten Mamberamo Raya adalah tempat untuk saudara bekerja melayani. Dalam pengertian itu maka yang diharapkan adalah saudara memberi waktu, perhatian, tanggungjawab, pengabdian saudara sepenuhnya ditempat ini sehingga dapat bekerja dengan seluruh pegawai untuk melayani masyarakat, tidak sekedar datang dan pergi sesuka hati.

Pada kesempatan ini juga saya menyampaikan terima kasih dan pengharagaan kepada para pejabat yang selama ini melaksanakan tugas dengan baik dan penuh tanggungjawab dan telah melayani masyarakat di Kabupaten Mamberamo Raya dengan sepenuh hati.

Akhirnya atas nama pemerintah saya mengucapkan Selamat kepada pejabat yang baru saja dilantik, saya percaya saudara dapat melaksanakan tugas dengan sebaik-baiknya.

Seusai pelantikan disela-sela acara istirahat Bupati Dasinapa mereview kembali perjalanan pemerintahan dan tahapan seleksi JPT Pratama Sekda dengan menuturkan bahwa , kita semua sudah tahu bagaimana mekanisme pemerintahan yang berjalan saat ini, bagaimana membangun kordinasi antar OPD untuk memberi masukan kepada Bupati melalui Sekretars Daerah. Sudah 2 atau 3 tahun kita melihat pemerintahan berjalan sangat dilematis dalam pelayaanan. Itulah sebabnya kita harus mencari Sekda dan beberapa waktu lalu telah dilakukan proses seleksi melalui prosedural yang berlaku dan proses itu telah kita jalani sehingga terproses 3 orang calon sekda  dan akhirnya terpilih satu orang dari 3 nama tersebut. Ini menjadi kewenangan Bupati untuk memilih dan tidak ada pihak manapun yang mengintervensi karena berdasarkan memori dan sepak terjang yang bersangkutan sehingga saya mengambil kesimpulan bahwa yang saat ini dilantik telah memenuhi syarat dan cocok dengan masyarakat. Muara atau capaian pelayanan kita adalah Masyarakat dan  masyarakat Mamberamo Raya adalah masyarakat yang baik namun anggapan kita saat ini masyarakat selalu mengganggu pemerintah. Sebenarnya tidak,  itu terletak atau kembali kepada kita. Kalau mereka dilayani secara baik tentu

mereka tidak mengganggu tetapi justeru pelayanan kita kepada mereka kurang baik maka gangguan itu selalu datang. Dalam wawancaranya dengan awak media Bupati mengatakan bahwa Sekretaris Daerah merupakan motor penggerak menuju perubahan sehingga sebagai mana komitmen pemerintah melalui Sekda terwujud pemerintahan yang baik.

Pemerintahan yang baik diawali dengan penataan Birokrasi dan pelantikan hari ini adalah wujud dari penataan Birokrasi dimaksud.
